FRA QUESTION & ANSWER SESSION AT K.C. SAFETY
                  SITE MEETING ON

                  FRA INSPECTORS ATTENDING:  Rod Heindel, Randy Mohr,

                  1.  How do you whistle for Roadway Workers?  As soon as you see
                       them and all the way through the gang or group of workers.
 You
                       cannot be waived off.
                  2.  Do workers in a work train count if you are on the work train?  No,
                       you are part of the equipment, part of the gang, don't whistle un-
                       less there is an emergency.
                  3.  What if the whistle sequence needs to be changed, say from a
                       Crossing to Roadway Workers?  If you are blowing for a Crossing
                       and get through that and a gang is working just beyond the Cross-
                       ing, start the Roadway Worker whistling.  Or vice-versa.
                  4.  What about whistling for Crossings on shove moves?  Conductor
                       or switch foreman tells the Engineer if he is not already whistling.
                       Whistle has to come from the controlling locomotive.
                  5.  What about whistling for Road Crossings?  From the Whistlepost
                       through the Crossing, above 45 mph, no exceptions.

                  6.  Do you have to have the headlights on bright from the Whistlepost
                       through the Crossing?  Yes, headlights and ditchlights.
                  7.  At 70 mph, at Crossings set at 1320 feet, you will be less than 15
                      seconds, will you be in violation?  No, just blow the whistle from
                      the Whistlepost through the Crossing.
                  8.  What about yard crossings not marked?  These are private cross-
                      ings and are not to whistle unless an emergency exists.
                  9.  What about KCT crossings not marked?  They have Whistleposts
                      now, whistle.
                  10.  If an employee if protecting a crossing, do you still need to
                        whistle?  Yes, first to initiate movement and then for the crossing.
                  11.  What if your ditchlights go out?  If your ditchlights go out for any
                        reason it is 20 mph through the crossings.  You are still good if
                        you have one ditchlight working.
                  12.  Air Brake Inspections, what is required?  Over 4 hours, a Class
                        One Test and Appendix D Inspection, such as rigging, piston
                        travel and shoes etc., on both sides.

                  13.  What about indicators?  Yes they are supposed to be looked at.
                        Shoes are not applicable.  If your conductor says set the brakes
                        and 5 minutes later says release and you go along with that, you
                        could be DECERTIFIED, if they were testing you.
                  14.  If you had training on indicators and did not think it was enough,
                        should you sign the sheet?  No, because this goes on your
                        record that you have been trained.
                  15.  At outlying points, are air gauges required?  Yes you have to
                        have an accurate gauge at the rear.  There are no calibration
                        requirements, use the locomotive to calibrate.
                  16.  FRA states that if you willfully violate the Hours of Service Act,
                        they will take exception and fine you and pull you from service.
